Director of Public Safety

Earlham College is accepting applications for the position of Director of Public Safety. This is a full-time, 12-month administrative faculty appointment. Salary is commensurate with experience, and includes a benefit package.

The Director of Public Safety is responsible for providing vision, leadership, strategic planning and advocacy for the Public Safety programs at Earlham College. This position reports to the CFO and Vice President of Finance & Administration. The Director of Public Safety is a highly visible position within the College, and must be able to articulate a clear vision of the Public Safety role and mission at a private, residential, liberal arts college.

Earlham seeks an energetic leader who will work with students, faculty, staff and alumni to manage all aspects of the Public Safety programs and maintain compliance with all Public Safety related governmental programs.

Primary Duties & Responsibilities

  • Manage and direct a comprehensive public safety program including enforcement, crime prevention, fire suppression, fire prevention, emergency medical services, disaster preparedness, code enforcement and associated programs, service, and operations.
  • Oversee the Office of Public Safety; lead emergency planning, evacuation, pandemic and other short and long-term campus-wide preparedness training; and manage and update campus public safety policies and procedures.
  • Manage the department budget including develop budget proposals, justify expenditures, monitor accounts, approve expenditures, match resources to college priorities and end each year within budget.
  • Serve as the College's chief Clery officer and as such, coordinate the collection and publication of crime statistics; the submission and publication of annual report; and the training of personnel and students.
  • Partner with other departments across campus to assist in Risk Management for the College.
  • Convene the Emergency Planning and Preparedness Committee.
  • Analyze, interpret and follow all federal, state and local laws and other legislation regarding buildings, grounds, utilities and employee safety.
  • Manage all aspects of the College Vehicle Fleet, including driver certification.
  • Act as liaison between the College and various public and private agencies on matters of public safety.
  • Protect life and property. Working as a member of a team, and in problem solving partnerships with the community, actively seek to identify safety and security related problems and concerns and take the necessary steps to resolve those problems or concerns efficiently and effectively.
  • Respond safely and rapidly to emergency calls for emergency services such as reports of crimes in progress; suspected criminal activity; medical emergencies; environmental emergencies; fires, fire alarms; motion and intrusion alarms; and accidents. Render aid as required.
  • Conduct thorough initial investigations of incidents and follow up investigations as assigned.
  • Refer student offenders for internal disciplinary action to Student Life, etc., and participate effectively in the College's internal disciplinary process.
  • Assist in training of newly hired Campus Public Safety Officers.
  • Prevent criminal activity in and around the College through highly visible patrols.
  • Provide and/or participate in crime prevention briefings to the community. Attend community events and speak to students, faculty and/or staff regarding strategies and tactics to stay safe.
  • Operate department communication equipment; answer telephone inquiries; receive and document reports of criminal activity; dispatch foot and mobile units; operate paging system; and monitor alarm and systems.
  • Serve as a member of the College's Events and Activities Committee, and ensure all events have appropriate public safety resources assigned to ensure the safety of all participants.
  • Perform safety and security inspections of all campus facilities, grounds and equipment, on foot or motor vehicle. Assist with parking enforcement and the monitoring of parking resources.
  • Conduct drills to ensure campus preparedness.

Experience & Qualifications

  • A bachelor’s degree is preferred.
  • A minimum of five years of experience as a Public Safety leader.
  • Possess skills in supervision, budget projections, trend analysis and personnel practices.
  • Demonstrate dynamic, creative leadership and excellent management skills.
  • Have professionalism and a strong ability to communicate and partner effectively with faculty, staff, alumni and parents, as well as the Community as a whole.
  • Is imaginative, highly motivated and well organized.
  • Has the ability to work in a community that values consensus and teamwork.
  • Demonstrate personal and professional commitment to diversity.
  • Ability to work variable hours, based on campus operating needs. May need to be available during off hours and must be available to respond to campus upon request.
  • Ability to respond quickly in an emergency, and protect staff and others in a conflict situation.
